Land Rights, Private Use Permts and Forest Communities Paul De Wit - Land Commission of Liberia, European Union
The Land Commission (LC) is undertaking inventory work on land tenure and land use rights that have been acquired, granted or issued by the state over time. It is also assessing the use and management of these rights by its holders, local government structures and public institutions. This work is foundation laying to underpin a number of land sector processes for which the LC has direct responsibility, including: (i) the development of a coherent and holistic future land use policy which may culminate in a national land use plan, (ii) a concession land rights and land use policy as part of an overall concession policy, (iii) the drafting of new property rights legislation to deal with private, public and community land. |

Land Inventory and Land Management Planning in Sinoe County Paul De Wit - Land Commission of Liberia, European Union
The Land Commission (LC) is developing methodologies for land inventory and assessment to address a number of challenges confronting the land sector. Some examples of land rights inventorying that is urgently needed are: concessions in the agricultural sector, private use permits in the forest sector, tribal land certificates as part of land administration reform and community land rights as an input in a new real property legal framework. It has adopted a strategy of learning- by-doing. It tests preliminary methodologies in a number of specific sites, and consolidates approaches before rolling these exercises out on a wider scale. |

Building a global consensus on how to make the world a better place is hard work. That indigenous peoples now have a voice in global decision-making processes is largely due to their own efforts but we at the Forest Peoples Programme are honoured and enriched by our role supporting and advising this engagement. However, ensuring that the voice of forest peoples and other rural communities is heard globally is likely to get more difficult. The world has just passed a tipping point: more than half the global population now lives in cities, making it that much harder and all the more important to manage forests wisely in ways that secure local livelihoods and respect forest peoples’ rights.

Environmental sustainability is vital for the poor, who depend heavily on natural resources and ecosystem services and are likely to suffer disproportionately from disease and hardship when the environment is degraded. Linking poverty alleviation to environmental conservation is complex and requires good governance and sound institutions. For this reason, LTC stresses local collaboration and a multi-disciplinary approach to research and training. |
